What you’re in for

The Brussels European Forum offers students from across the world the chance to bridge the divide between spectator and actor and take an active role in understanding the institutions which help shape our lives.

Through simulating the roles of politicians, foreign ministers and world leaders and by meeting decision-makers and experts in Brussels, participants are offered a unique opportunity to deepen their knowledge of how the Council of the European Union, NATO and the G-20 operate.

The global challenges that are faced at the beginning of the new decade are both physical and financial and there exists a clear need for institutions to react in order to confront these growing threats.

Whilst the focus of the Council of the European Union will focus on EU Foreign Affairs and defence, the G20 will discuss matters of migration and energy and the North Atlantic Council will be split between typical security concerns and emerging, less traditional challenges.

Through the media committee and the Advocacy Group at the conference, a degree of realism to the challenges faced will be added. The unique opportunity that the Brussels European Forum offers is one not to be missed!

Media Committee

Journalism and the right of free speech have always been one of the core elements of democratic societies. The Media Committee aims to complement the simulation by creating a medial frame and connection around and between the negotiation committees just like real-life journalists.

Representing one of three differently oriented news outlets, you will be interviewing representatives of the NAC, the FAC, and the G20, as well as creating a daily news show and inform the participants about the events happening within the committees via our own social media channel.

The way you portray the delegates to others might even influence the way the committees work together, so the journalists’ work is not to be underestimated at La Foresta.

Preparation

Your preparation for the conference should begin as soon as you have received confirmation of participation. Make yourself familiar with the basic details, structure and role of your committee. Have a look at recent decisions and start researching the planned agenda topics.

Assignments

You will draft and submit 3 written assignments prior to the conference. They should prepare you for writing various types of documents necessary during a simulation conference (press releases, policy memos, briefs etc.) and will focus on the topics from your committee agenda. You will receive feedback from your committee chairs, which will guide you throughout the entire preparation period.

Dress code

Business attire is strictly required during all sessions, workshops and visits to the institutions in Brussels. This is designed in part to create the atmosphere of a real summit, but also to show respect to your fellow participants and organizers, and a sign of personal professionalism.

Conference venue

The Brussels European Forum will take place at the conference facilities of the Georg-von-Vollmar Academy in Kochel am See, Germany. Next to Lake Kochel and close to Lake Walchen as well as to Herzogstand mountain, this picturesque location offers an ideal setting for both the intensive committee work of the forum and the intercultural dialogue between participants from diverse countries. Kochel is an hour and a half away from Munich Central Station with public transportation, which makes it easily accessible.

How much does it cost?

Participation fee: 450,- €

The participation fee covers full board and accommodation during the event, as well as the conference materials.

A limited number of participants may benefit from a reduced rate, should they be unable to participate otherwise. In order to receive the reduced rate they will be required to write a second letter of motivation, outlining why the rate is necessary.

You will be required to transfer the participation fee after you confirm your invitation to attend the event.

Please note that transportation to and from the conference venue is not included in your conference fee, nor can it be discounted from this amount.

What if I need a visa?

If you require a visa to travel to Germany, please contact us in advance.

We will provide you with the details of our organisation and with an invitation letter for you to present at the embassy.

Please note that obtaining a visa is sometimes a lengthy process, so do plan ahead. Also know that we cannot cover your visa fees, nor discount it from your participation fee.

What if I am travelling from outside Europe?

If you are travelling from outside Europe and you require to do your travel arrangements well in advance, please contact us so we can review your application earlier than the announced deadline. We recognise that travel fares can be quite high when travelling large distances so we will attempt to give you a speedy reply to your application so that you can book your flights as soon as possible.

How are the conference venue and facilities?
The conference is organised in seminar rooms of appropriate sizes for the group expected.

Meals are cooked in house and served at the venue. Vegetarian options are available, and special attention is offered to allergies and dietary restrictions.

Accommodation is offered in rooms with 2 and 3 beds. Accommodation in single rooms is possible at a preferential rate to be paid in addition to the conference fee.

The conference venue is situated in the outskirts of Leuven, in the middle of nature. Jogging or walking in the vicinity is not only possible, but also recommended.

What happens if I have to cancel my trip-last minute?
  • Cancellations made 28 days or more prior to the start of the official schedule, will receive a 100% refund of the participation fee.
  • Cancellations made between 27 to 15 days prior to the start of the official schedule, will receive a 50% refund of the participation fee.
  • Any cancellations made less than 14 days prior to the start of the official schedule, cannot receive a refund of the participation fee.

Are there any further recommendations to participants?

We encourage you to make sure that your health insurance is valid in Germany and the countries you might travel through on your way to the BEF.

COVID Policy

Here you will find the measures and precautions we are taking to ensure your health and safety at the BEF 2021 this summer.

Exposure

We will be the only group at the BEF venue, the Georg-von-Vollmar-Akademie in Kochel.  This is advantageous because not only will it reduce the number of people with whom we come into contact throughout the duration of the simulation, but it also ensures that we will be able to enforce compliance with our Covid preventative measures among every member of our group.

Vaccinations

Our partner universities are based in the EU, UK, US and Israel. In these countries the vaccination rates are relatively high, which reduces the likelihood of widespread infections in those countries. Also, we encourage everyone to get fully vaccinated with an European Medicines Agency (EMA) approved vaccine, before attending the BEF. Being fully vaccinated means that a full vaccination cycle was administered. EMA approved complete vaccine cycles are either one dose of the Janssen vaccine by Johnson & Johnson or two doses of either Comrinaty by BioNTech & Pfizer / Covid-19 Vaccine Moderna by Moderna / Vaxzervira by AstraZeneca. The most recent vaccination has to have been administered at least two weeks before the start of the BEF, meaning the latest date to receive the last vaccination is the 15 of August 2021. Participants who are not fully vaccinated at the beginning of the BEF, will have to comply with our testing requirements. Those rapid-tests will be provided by us. Our conference managers will be monitoring the results of these tests.

Testing

We will implement a testing scheme at the BEF 2021:

  • Each participant is obligated to provide us with either their proof of vaccination OR a negative PCR-Covid-Test that is no older than 72 hours OR a negative Antigen-test that is no older than 48 hours. However if you come to our event from outside of Germany, you should check if additional test or quarantine requirements apply to you (German Ministry of Health and RKI). If this is the case, you have to meet those requirements before meeting us at the BEF venue. There is NO possibility to quarantine at the event venue. Antigen-Tests are readily available at testing centers in the city of Munich, at the Munich Airport and in most pharmacies.
  • All of our unvaccinated participants will be provided with daily saliva antigen tests that can be self administered. They will be required to take them and report the results to us. The tests we will provide have been approved by the German Medicine Agency. Unlike nasal or oral swabs, saliva tests are less invasive and less uncomfortable while still allowing for high test sensitivity. 
  • We will monitor the pre-arrival test results & vaccine status of everyone when they arrive at the venue as well as the results of the tests conducted throughout the BEF.
Quarantine

Should there be a positive COVID test during the simulation, the infected individual will be isolated from the other participants and staff, and transported to a PCR testing facility. If the PCR test is also positive this information will be reported to the Bavarian Ministry of Health, as required by law. The health authorities will then implement the standard Covid protocol to prevent the further spread of disease. An important aspect of this is that quarantine is mandatory for everyone who tested positive and for any unvaccinated person with whom the infected individual came into contact. More information can be found on the local municipality’s website , the Bavarian Ministry of Health, the German Ministry of Health, as well as the German Foreign Ministry, the EU CDC, and the Robert-Koch-Institut (RKI), which is the German equivalent of the US’ Center for Disease Control (CDC). We want to emphasize that we are not responsible for providing participants with a location at which to quarantine after the end of the BEF or if someone tests positive before the start of the BEF.

Tracing

We encourage each of our participants to download the “Corona Warn-App” before they travel to the BEF. The app alerts its users, if other app users with whom the subject has come into contact have tested positive for Covid. The data is anonymous and no personal information is collected besides the temporary Bluetooth identification. It also enables app users to anonymously report having tested positive, which warns others that they might have been exposed to the virus. Those users can then get tested and quarantine in order to reduce the exposure of others. The German app is compatible with other European apps with the same functionality so it is also very helpful to have the app installed during your travels to the BEF as it can alert you to exposure before you experience any symptoms.

Thanks to the convenience of technology at our event we will still benefit from having engaging and stimulating speakers who will join us via Zoom, thereby limiting the number of contact people at the venue. We are very pleased that we will be able to benefit from the insights of these speakers who will share with us details of their experiences working at international institutions, such as NATO and the EU.

Support

Members of our BEF staff will be at the venue at all times during the event to support our participants with any issues that may arise.

Monitoring

Throughout the event, our staff will closely monitor our Covid regulations and ensure compliance. Additionally, we will ensure compliance with our health security concept, as well as with all national and regional Covid rules.
